Does reverse charge apply to goods procured from UK suppliers (ie. UK B2B)?

The term “reverse charge” is most commonly used in connection with cross border B2B services, but there are a number of “domestic” reverse charges. Details are in HMRC notice 735: https://www.gov.uk/guidance/the-vat-domestic-reverse-charge-procedure-notice-735
